Distribution Set: Required Migration Step
If a target has a distribution set assigned, assigning a second distribution set will cancel the first assignment. However, if the first distribution has the Required Migration Step option set enabled, it will not be canceled by the second assignment, since the currently assigned Distribution Set is considered to be the migration step for the second Distribution Set.

The drag and drop assignment allows multi assignments to a Distribution Set.

You need the following permissions to see the Distribution view in…
read-only access mode: READ_TARGET, READ_REPOSITORY
full access mode: READ_REPOSITORY, CREATE_REPOSITORY, UPDATE_REPOSITORY, DELETE_REPOSITORY, READ_TARGET, DOWNLOAD_REPOSITORY_ARTIFACT
The cloud user has full access by default for all available service plans.
